
REACH Certification
REACH is the English abbreviation of the EU Regulation “Registration, Evaluation, Authorization and Restriction of Chemicals”. Regulation No. (EC) No1907/2006 came into force on June 1, 2007. It is the latest chemical regulation in the European Union, and is considered the most important regulation in the 20 years of legislation. It is estimated that its impact will be 12 times greater than the RoHS directive, and will affect many industries around the world, including the electronics industry. The REACH directive requires that chemicals imported and produced in Europe must go through a set of comprehensive procedures such as registration, evaluation, authorization and restriction, so as to better and more easily identify the chemical components to ensure the environmental and human safety. The directive mainly includes registration, evaluation, authorization, restriction and other major items.
SVHC test introduction
SVHC: Substance of VeryHighConcern. It is a general term for a large class of hazardous substances under REACH regulations. SVHC includes a series of highly hazardous substances such as carcinogenic, mutagenic, reproductive toxicity, bioaccumulative and so on. The purpose of SVHC test is to determine whether the quality of a single SVHC in an article/the quality of an article exceeds 0.1%, and then transmit the SVHC information in the article to the recipient/consumer. Step:
- List the BOM (bill of materials) of the item;
- Know the SVHC content of each material;
- Accumulate the same SVHC in different materials;
- SVHC quality/article quality;
- Give the evaluation conclusion (it is better to attach an evaluation report).
New situation of substances in SVHC list
173 tests for non-metallic products
On December 19, 2016, ECHA officially announced four substances as substances of high concern (SVHC). So far, SVHC substances on the REACH regulatory authorization candidate list have increased to 173, totaling 16 batches.
55 inspections of metal products
If the article contains substances listed in the “Candidate List” and the content exceeds 0.1%, the supplier of the article needs to provide customers and consumers with information on the safe use of the article. In addition, from June 1, 2011, the manufacturers and importers of such products have the responsibility to notify the European Chemical Administration (ECHA) under certain circumstances.
REACH covers the product range
The EU REACH will involve 30000 chemical substances, that is, nearly 1/3 of the existing 100000 chemical substances on the EU market. The testing will take a gradual approach, gradually increasing the types of substances to be tested in 3, 6 or 11 years, but by 2013, the most harmful substances or substances with the largest import volume will be given priority. Within three years from now, the products containing the most dangerous substances, such as carcinogenic substances, mutagenic substances and toxic substances during reproduction, must be registered and tested first, starting from the detection of 1 ton per year.
REACH covers almost all products exported to the EU (except food, drugs and pesticides). In response to the requirements of REACH regulations, all links in the supply chain should bear corresponding obligations:
- Chemical suppliers: transfer chemical information and provide SDS;
- Raw material suppliers: collect chemical information, transfer chemical information, and check whether there is SVHC;
- Manufacturers of non-EU goods: collect chemical information, transfer chemical information, pre-register as required, and notify existing SVHC;
- Brands: pre-register as required, collect/notify existing SVHC, collect SDS for preparation, report and calculate, and prove loyalty;
- Retailers: pre-register as required, collect/notify existing SVHC, collect SDS for preparation, report and calculate, and prove loyalty.
REACH-SVHC application process

- The experiment commission sheet 1. The handwriting is required to be clear and neat. For example, the number 0 and the English letter O, the number 2 and the English letter Z should be clearly marked;
- Fill in each item of the commission form in detail according to your needs to ensure that the information is accurate;
- Select the report form: please fill in the report in Chinese if it is required; If English report is required, please fill in both Chinese and English; If there is no English company name and address and translation is difficult, you can entrust our company to translate; Items from the goods number to the destination country can be selected according to the customer’s requirements. It is not required.
- Select the sample inspection post-processing method and report delivery method, please indicate the contact information of the reporting unit in the remarks column, so as to send the report more accurately;
- If the report needs to indicate other information or order number and batch number, please explain;
- Select the service requirements: the normal work cycle is 5-7 working days, and the service can be expedited;
- Signature or official seal of the agent of the entrusting party.
Test by mail sample
- The customer will send the clearly filled commission form and samples to our center by express, and the express fee will be paid by himself;
- After receiving the sample and commission order, both parties agree on the technical scheme and cost of this test and arrange the test. The center will send the charge notice to the customer by fax. The customer will arrange the payment as soon as possible before the report is issued, and fax the copy of the payment voucher to our center for reconciliation;
- After receiving the correct payment voucher fax, fax the report to the customer on time;
- The original report and invoice (to be issued after the financial department confirms the receipt of the account) shall be self-collected or delivered according to the customer’s requirements.
